Change from Tier 2 (ICT) to Dependent on Tier 1 (PSW Visa)

Hi All,

I am currently working in UK on Tier 2 (ICT) which is due expiry in 2 months. My wife works on Tier 1 Post study work visa (Now closed for new applicants) due expiry Nov 2013 (in 14 months).
1) Can I apply as a dependent on the PSW Visa she holds?
2) Can I apply as the dependent visa while I am still in UK on Tier 2 (ICT)?
3) Under which category/form should I use to apply?

There is a one year cool-off period if I had to apply again for a ICT. Does this cool-off period apply even if I had to apply as a dependent on my wife's PSW?
