confusing about 'unmarried partner' immigration

First of, I am Romanian national. I have a relationship with a British girl and I plan on moving to live with her in the UK. I have struggled to understand if I can apply for a partner visa. I studied the UKBA site a lot and I am really frustrated, it is very confusing about my situation, somewhere it says I do not need a visa to go as her partner, somewhere else it says I do. We do not have a prior 2 year 'marriage like' period. And I don't know where else to ask if I need a visa to go as her unmarried partner or not.

You do need a visa to go as her partner but you don't qualify as you have not lived together for 2 years.

You don't need a visa to enter as Romanian, and can remain on that basis. If you want to work in an employed capacity (although you are not obliged to if you can support yourself or work as a self-employed) you will have to register.
