Am I a home student if I have a residence card and am I classified as a EEA national? If not what am I?

Oops, missed that.
EEA2 is for family members of EEA nationals. So, you are a (non-EEA) Family member of an EEA national.

My understanding is - if you are not a home student, you are an international student. There's no third category.
Wait for others to correct me.

See also
EEA2 holder student.
Fees are based on residency (and immigration status). Even British citizens need to pay international fees if they haven't lived in the UK/EU for 3 years.

You
should be able to. You are right now legally able to study!
Check with your school/university to see if they are happy with the COA. Otherwise you may need to educate/fight with them.

If I were you, I'd send it to where the rest of the application went. Make sure you link the original application and the missing documents together somehow.

Same place you sent your application. Yes, write a letter, reference your previous application.
