Turkish nationals who are already working legally in the UK are given work permit under Ankara Agreement as explained here;
"If you are a Turkish national who is legally employed in the UK because you have a visa that gives you permission to work, a decision by the Association Council of the ECAA has given you certain rights..."

The same link also dictates that;
"You will not be able to apply for permission to settle here permanently (known as 'indefinite leave to remain')." if you are issued one of these special work permits.
In different sections of the Border Agency web site you can read that 10 year lawful stay in the UK would grant you the ILR. Should I read this as ECAA work permit will not count towards 10 year long stay ILR?
