Non-EEA married to a EU Citizen - residence permit for Spain

I'm British and will be marrying my Mexican boyfriend at the beginning of next month in Mexico. We will then apply for a Spouse Visa from the UK Embassy in Mexico City and then come back to the UK. We plan on staying in London for about 6 months and then moving to Spain. Would my fiance need to apply for his EEA Family Permit in Mexico or could we do all the paperwork from London? Also would we need to have a place to live and work contracts before the Spanish Government would issue the EEA Family Permit?
