Is anybody tell me about covering letter it is necessary or not.

Not necessary but helps explain details that would not be typically covered in the application form such as courier arrangements for pick up etc.

Agree with Kayalami, and also wanted to add that it may be helpful if you'd like to make an extra step towards the person reviewing your package: simply listing the contents of the package makes it easier to work with, and, all other things being equal, makes a nicer impression.
