tier 1 general dependant visa

my husband is in leeds. I got married on 1-july-2012. Now i want to apply for tier 1 general dependant visa. During this time he visited pakistan 4 times due to which he wasnt be able to work therefore he didnt earned well. His gross salary from april 2011 to april 2012 was 21000 pounds sterlings. After july 2012 he has just earned 6000 pounds since now. gross salary is calculated from april to april.
As the policy after july has changed a person must show 18000 pounds earnings to apply dependant visa.
I am very confused because my 3 month maintaince will be completed on 10 feb 2013. After that i have to apply for dependant visa from pakistan. Is it possible that i can attach his gross salary slip of april 2012 and current 3 month pay slip in order to show that he has earned 21000 pounds since april 2012.
his extension is due on 8-june-2013 as his 2 year visa will be expired. now what should i do. please guide me in this regard. what should i do now. is my case valid or invalid.

I don't know where you are getting your information from but it's completely misguided. Your are applying as a PBS migrant and yet are citing the financial requirements for a settlement application.

Have you actually discussed this application with your partner? Is he sufficiently familiar with the process and requirements, or has he simply left it you to find out everything for yourself? His income stream is not relevant to this category of application.

Actually we both have read this news in a newspaper about the change of policy but at uk border site we haven't found out this clause that's why we both are confused. I saw this site so I discuss my problem overhere.

The immigration rules cover a vast array of categories, each with differing requirements. The issues you are referring to are with regard to settlement applications. You are in a completely different category.

The policy is very specifically for spouses of people settled in the UK (e.g. those with indefinite leave or citizens).

IF he was one of those and was bringing you on a SPOUSE visa - then you'd have to show his income stream.

He's not - he's bringing you on a dependant visa.

I am also planning to apply for dependant Visa in June 2013 for my wife after my marriage in June 2013. I am in UK since from Feb 2012. Is there any other documents required apart from below
1) Bank statement showing Fund Maintenance for Past three month
2) marriage certificate, wedding photos and wedding invitation
3) My Visa Copy
4) Wife Passport

Do we need tenancy agreement?
