Biometrics request for Tier1 extension

I have applied for tier 1 general extension and received biometrics notice.

Question: does the biometrics notice imply that the application is approved or is it still undecided?

Thanks Manka but please can I check whats the likely scenario? Would they ask for biometrics unnecessarily?

Anyone heard of a refusal post biometrics.

biometrics is part of the application, refusal can only be after giving biometric unless the application is invalid (wrong form, payment not gone through etc)
