Can a married person apply for a student visa?

Can a married person apply for a student visa?

Hi, I'd like to ask about my friend situation...

My friend, who is married to US citizen, are planning to go to school in US from this September with her husband. (different school though)
They are married for about a year and half now, they both live in Japan currently.
Ofcourse they were planning to submit I-130 to be able to move to US, however since the new regulation is in effect since Jan 23rd, my friend will not be able to get a permanent visa before the school starts. Now she's planning to get a student visa and do all the paperworks while she's attending the school.

I have heard that married person can not apply for a student visa becuase he/she are already eligible for the greencard.
If it really is, I want to stop her before she gets into trouble...
Does anyone know if someone married to US citizen still can apply for a student visa or not?
