EEA family member

I am British citizen married to non-eu citizen and she has the the "family member of EU citizen" card valid for 5 years in Romania and can travel anywhere without visa except UK.
I am studying and also working. I read the application rules for EEA to UK and it says "non-EEA family member of a British citizen living abroad can apply for an EEA family permit to join the British citizen on their return to the UK if:

the British citizen has been living in an EEA member state as a worker or self-employed person; and
the family member, if they are the British citizen's spouse or civil partner, has been living together with the British citizen in the EEA country.

My question is can I apply for this if:

a) I am studying and working?
b) what is the minimum income?
c) how long do i have to provide like wage slips or something in that area for i.e. months?

I remember there was few post when people travel even with Ryanair and has been issued visa on arrival.
It is not clear where you now and whether you been working or studding out side of UK and most important for how long you have been leaving (exercising your treaty rights) in other than UK member of states .
Presumably you been working outside of UK more than 1 year than answer to your questions would be.

If you work more than 10 hours per week and regularly as employed than you can.

b) what is the minimum income?
there is no minimum income it should be not less then national minimum wage p/h but should be more than 10hours per week.

c) how long do i have to provide like wage slips or something in that area for i.e. months?
I would say 1 year but not sure.

Thank you so much "ccccp" for the reply. But does it include Romania because it only mentions Estonia and Germany. So is it for all EU countries and if so, when was this new rule because i applied 10 months ago through UKBA and they refused because i wasnt excercising treaty rights at that time i.e. i wasn't work.
So is this a new change and is accurate?

I am not sure when some sources even confirm should be working more than 6 month so I am not entirely sure. Regarding Romania it is a bit tricky question but I believe it is in EU and therefore is member of state so Yes rules applying in EU.I think you exercising treaty rights now and therefore will be able to take non-eea family member to any member of state.
