Applying from St Vincent and Grenadines

Ive got two friends from St Vincent, which is a commonwealth country, who wish to visit UK this summer with the option of taking on tempory work. I have my own business and can offer them work and accomodation. They visited two years ago as tourists and obviously stuck by the rules and returned home within the required period and didnt work. Ideally they would eventually like to tour around the UK for the summer and find work. Both work in a top hotel in St Vincent and one is also an experienced landscape gardener. Would they be able to apply for a UK Tier 5 visa.
