UK Law states that this has to be applied for whilst you are in your country of origin. Assuming the applicant is already in the UK and Immigration does not record people who leave the country whats to stop the applicant from applying for the visa whilst still in the Uk (in case anything goes wrong) and then leaving the country if it is successful to re enter with the visa

I applied and received an Unmarried Partner Visa while in the UK.

Not so, where are you getting that from?

UK law and practice says that you need to be legal in the country in which you apply, and not just there as a visitor. For example, say a US Citizen was legally in Italy on a Work Permit, they could make their application in Italy ... or indeed in the US.

And as Toby has rightly pointed out, someone already legally in the UK, and not just as a visitor, could make their application for UPV in the UK.

Ah, that is a rather relevant fact, isn't it!
