MN1 professional refree everyone say NO

Hello for my child MN1 application I cant get any professional referee
My baby is 8 months old I asked her health visitor , GP they both say they dont have such policy

beside that I tried pharmacy, solicitor to do referee both say no as they don't know my baby

Its a dead end for no hope and idea that what to do

please advice

try one of your neighbours, one of them maybe professional. thats what I have done and I found out that one of them is teacher and she signed our passport applications.

Yes I checked it but the professional who I know is a software developer/ programmer, he had also done his Masters in UK and British citizen is he eligible as a professional referee??

My younger brother opened a company 1 year ago ltd sole trader, and he is director of that company.
Would he be able to do this?
