If there is a requirement for you to register with the police, then you should.

See also Long residence.

You have to satisfy KOL.

If you are required to register with the police, then they should tell you in writing.

Regarding the English language requirement, I believe, at present, only KOL is required. However,

What is your nationality?

Look here: http://www.ukba.homeoffice.gov.uk/polic ... ecb/ecb16/

Is your country on the list?

If it is then YES you should have registered.

I thought it would have also said so on your visa!

About english language, just do the LIUK test.

The requirements for long residence

The applicant must meet the following requirements to be granted indefinite leave:
 The applicant must have at least 10 years lawful residence in the UK.
 There must be no reason why granting leave is against the public good.
 The applicant must meet the knowledge of language and life requirement.
 The applicant must not fall for refusal under the general grounds for refusal. For more information, see related link: Criminality requirement for settlement. Therefore, no income rule.
