Withdrawing application from HO and re-apply from abroad?

Hello to all!!! Here's my story...
My husband came to uk in 2001, was refused asylum in Dec 2003, at this time we were already living together and engaged, due to be married in May 2004.
We were married in UK church (May 2004) and submitted a spouse application to home office, unit now (almost 3 years on) have not heard back from them with a desision... whenever i call them they say our app is being processed, but nothing seems to be happening.
From what i've seen on this site it looks like going back to his country (cameroon) and re-applying from there may be the quickest way to get his visa approved - is this correct?
Also as we would need to ask the home office to withdraw our application and return all our documents (marriage cert, photos, bank statement etc) does anyone know how long this will take?
We believe we have a very good chance of our application being approved, have been married 3 years, living together for 4 years, now have a mortgage, we are both working full time in well paid jobs. Can anyone give their opinion on what our chances are - need to know asap as if we are going to do this option need to go in May 2007 as its only time my husband gets time off work!

cantact your mp they might grant you the visa

i did write to MP but have not had a reply... we are just getting sick of waiting now to be honest as its so stopping us from living a normal life, cant go on holday he cant get driving licience etc etc - therefore thinking going back to his country to apply from there may be the best option...

i have been waiting for four years now i cantact my mp and the the home office said they will write to me and ask for some documents like bills so i am just waiting for that letter
