Uk citizen resident to marry Russian

I am a UK citizen holding a British passport but resident in France for 9 years, I would like my Russian girlfriend to join me and marry in France, but after reading directive 2004/38/ec I note to qualify to bring her here under a fiancee visa I should be in employment, but I receive a British state pension paid into France, can anybody advise me, a, where do I stand and b, what visa she should get to come here for the marriage ceremony

You are self-sufficient so would need medical insurance to be exercising treaty rights in France. The EU rules have no scope for fiancees so your GF would need to apply for a fiancee visa under French immigration rules but after the marriage will be considered under EU rules.

If you have lived in France for that length of time, you would have appeared to have achieved permanent residence. This means that you would no longer have to satisfy the requirements of being a worker, self-sufficient, etc.

Once married, your spouse can be with you in France.

Well, possibly. If he has lived in France all that time as a self-sufficient person but without CSI, the French may not recognise is claim to PR.

EU treaty rights require that a self-sufficient person have Comprehensive Sickness Insurance.

I have CMU because my pension is below the level of the threshhold in France that you have to have insurance, ie., all my treatment is free

I have a certificate de residence given to me by the mayor's office the day after I moved here....

Does this have an expiry date (possibly five years after you received it)?

You would not have received a residence certificate if you did not qualify for one. It is likely that you have achieved Permanent Residence by now.

It would be well worth your while reading through directive 2004/38/ec.
