how long will i have to wait for my wife to get visa

My appeal was heard 2 march and my appeal was accepted. I have received the determination but until now the british embassy havent received the determination do I have to wait for 28 days to finish?

The 28 days are they counted from the day of the hearing or when the determination was written?
