T4 adminitrative review changed decision - submit passport

Hi there,
I recently had an administrative review on my tier 4 visa and i recieved a call from the embassy saying that the decision has been changed and that i should submit my passport. does this mean that I have got the visa and I can book my flights???

Nothing can be predicted until its actual outcome because maybe they asked passport for something to verify. Just wait.
