Hello everyone

I just wonder from which date the HO count the three years to get RoR , is it from the date you initiate the divorce or from the date divorce finish (absolute divorce ? ??????

Three years before initiate divorce procedings.

when is that 3 years starting?the date of when you get married or when residence card issued?

From marriage.
Nothing is counted from the issue date of RC.
