Salary slips or invoices of eu natioanl proving that she is working,
Passport of eu national and no eu spouse
and to further assisst the application , photos , utility bills, and other relevant documents which prove that the couple has been living together and exercising treaty rights.

In that case it is very easy.

Evidence that EU national is working (eg payslip, letter from employer). Evidence of EU national's nationality (eg passport, ID card).
Evidence of family relationship (eg marriage certificate)
Your passport.

Thank you for your response. What do you mean by specifics (and what do you mean by OP)? The EEA national is working and his wife just arrived in the UK and wants to apply for residency card. Then, my understanding is that dependency is for over 21 children and parents and not the husband/wife. Is it correct?

Dependent children require to be dependent (or possibly other family members if the conditions are met).

in my case requirements are the same?
my EU wife is working and im here in UK since 5th march 2013 on a 6 month FP. i just started work and didn't got any payslips yet but i got bank statements from 2 months at a same address as my wife. and we are sharing that property so we don't even have any bills on our names and no tenancy agreement.
so im gona send
1 my passport
2 my EU wife passport or ID
3 her pay slips and bank statements
4 my bank statement
5 mine and her national insurance number
6 our original marriage certificate and pictures fo marriage
is it enough or we must need bills or tenancy agreement

Hi all!
I have the same question.
I'm EEA national, im working here in UK. We are going to apply for my husband (Non EEA) resident card. Do we have to show any evidence of him being dependent on me?
We are in UK 2.5 months, we don't really have any bank statements proving his dependency.
What i wan't to submit is :
- Our passports and photos
- Marriage certificate
- My 2 pay slips
- Job contract
- Tenancy agreement
Is that enough? Or we need anything else?

If you are married, there is no need to prove dependency. Your list is fine.
