visitor age restriction from Pakistan

This is my first post and I hope someone can help with a complicated problem I have but before I ask for advice regarding that matter, could someone advise if they have any information regarding visitor visas from Pakistan? I want to sponsor my sister in law to visit us and a few months ago the home office website stated all visa applications were being accepted. It now says that applications from under 25's are not accepted (unless repeat visitors). Does anyone know how long this restriction will last? (My sister in law is 20). Thanks
