ancestry visa rejected

Hi Experts,

i am writing this querry on behalf of my brother in law who applied for ancestry visa and is a pakistani national. he got all the required documents and have got marriage certificate of his grandparents. the problem only lies where his mother changed the name after marriage and there is no proof for that as the announcement made in the local newspaper for the change of name is back dated to 1962 and is not available in a country like Pakistan, although the birth certificate of his mother with previous name is available which shows the grandmother and grandfather name on it. now to prove that grandmother was a wife of a british husband born in uk there is a marriage certificate available as well.
anyone here got any idea how this mess can be sorted out. its a clear case of ligitimate ancestry but cant prove.
