Unless student is from an EEA country or Switzerland - he can't! Maybe after 10 years.

Like JAJ says, 10 years legal stay is one route - but who can legitimately be a student for 10 years? I think our gov is getting wise to that one.

So then that leaves the normal routes, marriage, work permit etc, or hang around another 9 years illegally and apply under the 14 years concession (which is now a rule isn't it?)

Students cannot apply under the five (5) year route, they can apply only after 10 years or 14 years long residency (i.e. on WP, HSMP, etc), or a spouse visa. So if you have been a student for five years or so, you can apply after 10 years (less 28 days?). Just like Wanderer wrote. See BIA policies, as you seem to want verification from elsewhere.
There is no way around this, so if you try to apply you'll be refused.
