1. Well, that's not easy. It would be a good idea to ask this to the companies before or after the interview. Because, few companies decide to apply for a sponsorship license if they really need to hire someone who need TIER 2.
2. 3 years and a month! It can be extended for another 3 years and a month! However, this will depend on your contract period with your company. Not possible after 6 years. After that you need to apply for settlement.
3.Well, under TIER 2 (General) yes you are eligible. Under TIER 2 (ICT) I'm afraid you cant. Because ILR requires 5 years of continuous stay. According to new rules, you will have to leave the country before your extend your leave for your second term under TIER 2 (ICT). This will break the continuous leave criteria as you can apply only after an year.
4. No you cant unless you are an TIER 2 ICT (Established Staff*, if you are changing your sponsor whilst in UK) or as a normal TIER 2 ICT your visa was granted before 6 April 2010 (This applies to the previous question as well). Henceforth, You will have to leave the country and have to re-apply again after 1 year.
* Established staff is when you have worked for your company for more than 12 months that sponsored you for TIER 2 (ICT). In addition, you applied under long term staff/ short term staff for this VISA.
Also Please note if even you are an Established staff, if your current VISA is granted after 06 April 2011 under long staff category, then you are not eligible to switch into TIER 2 general at all!
