Fresh application for tier 2

Help please.

I applied for tier 2(SKILLED WORKER) visa last year before my PSW visa expired. I failed to provide the UKBA a valid Sponsorship License and COS as i was awaiting those from my employer. Hence they rejected my visa application.

I went up to Upper tribunal, where the judge granted to put Fresh application.
Now i have following series of question. Could anyone help.

- i have received the determination from upper court. but havent received anything from HO. When shall i put my fresh application?

- am i will be eligible to continue my work?

- (bit out of topic)Could anyone can explain what does this mean in SOC?

Salary rates: New entrant: £20,300* / Experienced: £25,200

-- Does £20,300.00 applies to switch over from PSW to tier 2?
