I know there has been a couple of threads around this already - but I have a different question:

Can I apply for Birth Registration manually i.e. NOT Online / OFFLINE at the counter? I do not want to upload my baby photograph and my signature online, is there a OFFLINE process to do this please?

And if Not -
1. what do they mean by upload signature - do I sign a paper - scan it or take it photograph and upload it?
2. What does 140 width * 60 Height pixel mean please?
