a sworn affidavit from the non-applicant parent, (that is, the U.K. resident parent or carer of the child), confirming that the applicant parent can have access to the child.

Can I swear my affidavit at a court or a solicitor?

Can I swear my affidavit at a court or a solicitor?
Yes! Given there are Court proceedings, a Court official will do the affidavit, as will a Commissioner of Oaths. All Solicitors are also Commissioners of Oath, but also so are some of their staff, such as Legal Executives.

Also do not overlook that a Justice of the Peace, that is, a Magistrate can also deal with the swearing of an affidavit.
