Tier 1 Dependent ILR

Hi- I am looking for some help.
You know laws are changing so frequently and it is hard to determine correct answer.

Query: I am Tier1 main applicant and will apply for ILR in March 2014. My wife will apply ILR in May 2014 as a Tier 1 Dependent.
My wife does not hold any English qualifying qualification. I am looking for some advice on her ILR. My wife needs to attend ESOL. Is this enough or does she need to appear in Life in UK test as well
I heard law changed and now Life in UK TEST is mandatory for Tier 1 Dependent as well even if they hold required ESOL qualification
