5 year work permit for ILR

I arrived in the UK on 22/11/2008.
My Work Permit is valid for 5 years 22/11/2008-22/11/2013.

According to the "no more than 28 days" rule, which date is the earliest date that I can apply for ILR?

I am thinking it is 25/10/2013, but not sure if my understanding is correct. Your help is much appreciated. Thanks!

Visa will be valid until the date shown on your visa stamping.
You will qualify for the ILR (4 years 11months) from the date you entered UK.
