INIS website decisions for non EU apps made outside EU

They upload on a regular basis, visa application decisions on their website through a pdf file. Is this only for applications INSIDE Ireland or also those bieng processed in Ireland, but made online outside the EU? For non EU directive applications, can we look for decisions here, and if not, how do they inform us of their decision?

To my knowledge it is for all applications.
But the should call or email the applicant once a decision has been made ... This will most likely happen before the PDF in the website is updates.
