changes to sponsorship -limited no.of people sponsored

My sister is applying for a canadian FSW visa through an agent in india. its has been 4 months they have taken few payments and now they saying that a new rule has come that if a sponsor has alreday sponsored someone before they cant sponsor any more.

is there any thing like that ? does the sponsor have a limit on number of ppl they can sponsor?

please advise as its really stressfull situation for her and for family.

If your sister is applying under FSW, where does this sponsorship come in. Who is sponsoring? For what?
Is the agent referring to quota i.e 5000 fsw application per year.

Why do you have agent? Process is simple and she can do it herself.
