Scanned copy of the tennancy agreement acceptable?

Hi Guys

Please advise me on this one

I have recently applied for Housing benefit. the council called me today to book in a face to face interview and gave me a list of documents they need to see on the date of interview
They specifically mentioned to make sure the tennency agreement is also signed by the landlord.
I have just noticed that the agreement I have, is not signed by the landlord.
I contacted my landlord who is out of country at the moment but is happy for me to scan and email him the tennancy agreement which he will sign, scan and email me back

just need to know if the scanned copy is acceptable by the council?

I tried calling the council office but the housing switchboard cannot put me through to the interview advisor and they are not sure if the scanned copy of the council tax is acceptable

Please advise
