Criminality Requirement for Indefinite Leave to Remain

hi

does 3 points on licence and a fixed penalty notice is criminal offence?
do these need to declare on ilr form?
do criminal offence need to be tick in form?

really confuse would be glad if any one could advice

I have spoken to several authorities such as Citizen Advice Bureau,
UKBA customer service, private Solicitors etc but their help has
confused me as I have received mixed responses.
