Please advise

Would it not be 28 days before 14/03/2014?

The reason i am asking this, is my Visa was first issued in 2008, but i travelled in only 2009.
if it is the visa issue date that has to be considered for the 5 year period, then i would be eligible right away; otherwise it is next year.

Please can you confirm?
