does JR cover 3c and 3d?
if somebody want to apply on the basis of long residency of 10 years but during this year their visa is refused ,then appeal was refused and then they apply JR which is also refused....antheir 10 years are now complete so can they apply long residency ILR?

No. 28 days after the appeal was refused, the person became an illegal entrant liabale to be removed. So, this person cannot make any kind of application under the immigration rules.

In all likelihood, this is the end of the road. Or should I say dead end.
