Tier2 ICT short term staff migrant : Extension/Re-apply

Hi,

I am holding Tier 2 ICT short term staff migrant visa which is expiring on 31st December 2013.
I want to know :
1. From which date cooling period will start ?
2. As far as I know I cannot switch to Tier 2 long term in UK, please inform the process to switch to long term visa after I go back.
3. Can I start Tier 2 long term visa process any time during cooling period ? or I have to apply with in specific number of days after/before my visa expires ?
4. can i switch to any other company before my visa expires ? like buyout or something.

Please help.
