Claim to BC as born Abroad in 1974 by British father

Hi all,

My Cousin is living abroad as she was born abroad in 1974 when her father was already British Citizen by Naturalization. Her younger brother/sisters got British passports but her father didn't claim her citizenship, she is married and have children can she still claim her British citizenship or not?

Can someone answer this please if yes then How?

the father was married to her mother, but mother and this daughter never came to UK.
what is the route for getting BC/passport? any help please.
