If you changed the address on yrou car registration document as soon as you moved to the new place, then any notice/summons/fpn/nip will automatically arrive at your new address.
Another way is to contact the local police of the area concerned where you think you jumped lights. Ask them to give you the telephone number of thier office that deals with these matters. Policemen refer to this office as "ticket office". Ring this number, and give them details of your vehicle, your old address etc and they will be able to dig out if they have sent you any letters.
You can also check your license details by ringing dvla. I suggest you definitely get in touch with police, as they will know if there is anything pending against you even if nothing had fed through to your driving license records.
You can also ring or visit magistrates court concerned and see if there is anything outstanding against you.
If you do not do anything, and if any action has been initiated against you then you will find that the fine will keep adding up and one day a warrant of arrest will be issued against you and you will be mentioned in PNC as a wanted person. If you get stopped by police after this, then you will spend at least one night in lockup before being presented before a court.
