Help... Urgent...issues with Naturalisation

Richard applied for extension to his leave to remain in February 2002 at which time his leave to remain had not expired. It took the Home Office ten (10) years - May 2012 to deal with his application. The Home Office gave him Indefinite Leave after the intervention of a solicitor. During the 10 years several letters and phone calls were made to the Home Office but was told a decision was not made.

Ricard's passport that he sent to the Home Office in 2002 had expired whilst it was there. He had to produce a new passport. The old passport cannot be found.

Richard is applying for Naturalisation and needs to prove 5 years of lawful residence. Can he send bank statements , bills etc to show this given his expired passport cannot be found?

Richard has an ESOL certificate (level 2) and a letter from the training provider stating that knowledge of life in the UK is part of the course.. Does he still need to do a Life in the Uk test? Or the qualifications he has cover that Life in the UK test?

It took 10 years for home office to decide an application???????? The whole department should be sacked on the spotttttt!! can't believe it...

The Home Office will like to see the stamp on your passport , Biometric Card or letter from Home Office to know when your qualifying period starts. You cannot say because it took Home Office 10 years to decide on your case, then you will count those years when applying for Naturalization.
About Life in UK test, it is a MUST that you must sit and pass the exams. So it is better for you to wait for your qualifying period before making any application, why in an hurry to Naturalize?

Richard needs to prove last 5 years residence in UK. Last 5 years mean, counting backwards 5 years from the date of application. Bank statements are a good way to prove residence. Also add some utitlity bills, tv license, insurance papers, NHS letters, HMRC or DWP letters. Basically anything coming from an official source.

He has to pass LiUK test. The letter he has was acceptable in past, but not anymore.

He also needs to do a further English Test. This is level B1 cefr test in speaking and listening. This is a new requirement too.

This test can be easily done and takes only 15 minutes. Costs £ 125
