ILR - Confused Sponsor

Hi I'm mainly confused over filing dates but I have so many questions and hope I may be able to get some help here.

Me - UK Citizen
Spouse - US CItizen (Married 10yrs this yr, lived together in US until husband was removed from US)

Current status - Sponsored my wife to stay with me in UK
Spouse entry clearance granted 14/07/11 valid til 14/10/13, entered UK 19 Aug 2011
Q1. What date should we file ILR if that is the correct stage -15/09/13 is what I currently assume.
Q2. What date should the life in the UK test be applied for?
Q3. My UK passport expires in Apr 2013 do I need a new one just to send to UKBA as ID with our application?
Q4.How big a part do finances play, we both work full time income 16K each, I have 1 UK child who I am financially responsible for3 yrs. Does anyone know if the cost of living or finances are as important for this Visa?
Q5. Debts I can clear all debts and have balance of £1000.00 by application time will that be sufficient.
Q6. We have an NHS debt of £4000.00 which would be settled this month in full so if I decided to pay all debts and then had a outstanding amount on a credit card is that acceptable? I need to buy a new vehicle.

So many questions sorry, if you need more info let me know I just don't want the UKBA to separate us as it was hard to recover after the USCIS separated us and blocked my appeals for 6yrs after living together 19 months.

Why? Who was treated? And when?

My wife was here as a tourist for 5 months before just a month before she applied for the spousall visa she was in hospital for 5 days waiting for tests then they sent her home as an out patient...the bill was for a blood transusion 4 bags of blood and 5 days waiting for tests that they never got round to doing

Shame it seems she did not have travel insurance.

We were surprised by the amount but knew there would be charges but no one could advise in advance. At least she is ok now and the bill is nearly paid...bt you are correct we had no medical insurance, there was travel insurance but the hospital said it had to be medical insurance could we have used the travel insurance?

If she had a policy, you obviously need to check its terms. Sometimes, for example, cover does not extend past say 28 days of a visit, but it is possible to get a policy covering a longer trip.

It was beyond the 28 days, never mind I feel like crying at times as the money we spent on US attorneys trying to get me a US visa and appeal plus her hospital bill is in excess of 20K today. I just pray that we don't hit anymore expensive walls. Thanks for the info John :)

I came to this forum for some help however it went completely off topic amd we didnt get the help we were looking for. I would have loved to share our experience in return.

The off topic..nhs debt is paid in full. And my wife now has ILR the whole process was easy, timely and thankfully we managed to have our questions answered only when the home office returned our paperwork which incomplete and full of mistakes they kindly gave us time to correct everything and gave us clear information on what to do to correct everything.

Big thanks to our case officers.

Time frames:
1 week for decision on sponsoring my wife.

7 weeks for ILR including correcting the forms, resubmitting and fingerprinting.
