Refusal of entrepreneur (team) visa 50k

we applied entrepreneur visa on 4th Jan 2014 and refused on 27th Jan. HO put few reasons.
1- no letter from financial institution in which my team member' fund are held has been supplied, to establish that those funds are accessible to me.
we submitted a litter from solicitor regarding access to each other's funds. HO did accept the letter because our passport number is not mention.
(when we sent application our Business Bank Account was on process. on 14 jan the account was opened and we sent the copy of the letter to HO.)
2- my partner took bank letter show 25400 pounds on 20 December, and my bank statement was on 20 december 22000 pounds but on 22nd Dec i put 3100 pounds and balance was more than 25000 pound. and we maintain the balance until. we send application on 4 Jan.
HO is only considering the date (20th Jan) of my partner bank letter. even we both have more than 50k in our bank accounts.
