That's why I clarified that I could only speak to the approval process here in the US.
I can only imagine how stressful it must be to just be in limbo, and I know that some members of this board have been quite critical of the HO and this entire process, *however*, I will tell you that I have found the process to be extremely (even surprisingly) organized and efficient. Let's not forget that government agencies, worldwide, are not generally known for their simplicity!
I've actually been rather amused at how much more pleasant and organized the HO has been than I've experienced with my own government (I could go into a lengthy digression about an extremely rude letter I just received from the Virginia Department of Motor Vehicles due to their misplacement of my insurance documentation, but I won't

Suspending EC, even if it were only impacting certain countries, seems like it would be a major decision, accompanied by a very public announcement.
So it seems a safe assumption that they are just backlogged...I highly, highly doubt that if they were putting all approvals on hold, that they would do so by giving applicants the silent treatment.
