References act as a third party endorsement- basically someone who knows you in a professional or similar capacity rather than just as a neighbour or relative. Unless s(he) is your landlord try to be find others referees e.g your manager, doctor, lecturer, your accountant, Lawyer, Opticians, dentist or MP.

Not a problem. He will need to be professional if acting as a professional referee or a British citizen if acting as the BC referee.
