Can I register kids in UK while they are in india

Hi,

Sorry If my questions were answered before but please help me its urgent.
I have two kids born here in UK, now I am british citizen and wife on ILR.
Wife and kids are in india were kids have no more UK visa's.

I learned from previous board members that MN1 under section 1(3) can apply for UK born kids.
and kids born in india could apply under section 3(1).

1) So Can I apply here in UK for there MN1 through NCS?
2) if yes please what are the documents required.

3)If no then what form use for kids applying in India?
