yes you can send EEA2 as job seeker. But make sure not in job seeker more then 6 months
Personally if similar situation happened to my wife I wouldn't hesitate to sue them for that and even hope for decent compensation. But they know very well that by not responding to your wife they can always excuse themselves that they never received any emails. But if you give up on that it is the reason for people like you why employers feel they can play those kind of games on people. They know exactly what is required of them by law. Yes you are right, but the problem is she tried to get in touch with her manager is order to know her schedule, had send lot of e.mails, calls, but no answers.
