Appeal for T1 Ent Dependent Visa Refused

The dependents (Children) of my Team member were refused T1 Ent Dependent Visa and she appealed the decision, after 4 months the appeal is still not listed for hearing she is now considering to reapply.
Want to know whether her Dependents can reapply while their appeal is pending or they have to withdraw the appeal and then reapply?
Always help others..... it always come back to you.
Even if i know the answer ... i have this habit of confirming from others..

outside UK fm Pakistan.

ground of refusal 318 H(f) both parents should accompany children. actually father didn't applied as dependent because he has business in Pakstan and would take time to wind up.

can the dependents children reapply while the appeal is still pending or we have to withdraw appeal.
