Genuine test is opposite of point base system

The meaning of point based system is ---you achieve required points as per HO criteria and if you achieved the points you are entitle to get visa (apart from criminal History cases)..

Then what is the meaning of Genuine Entrepreneur Test ? In the application form question 28 said following documents are not mend actors it's and additional if you put then your case may be strong...now when those documents are not mandatory,applicant don't awarded points for that then how can HO gives refusal on that basis?
Someone refused coz no relevant experience but he had relevant Master degree which got full points..
If experience is also mandatory to get tier1 ent. Visa then why it's not in point base criteria?

Seems Genuine Test is a Weapon for HO to refuse the application...

Disappointing system work on opposite criteria...
