British passport application in pakistan

Can someone please help me with my query.

My friend is a British citizen through naturalisation. His wife is Pakistani national. His daughter is born in Pakistan after his naturalisation and getting British passport. His wife have to get a spouse visa to join him.
Need clarification regarding

1)- Can his daughter apply for a British passport using form C2?
2)- It is mentioned in supporting documents that both parents' passports should be sent with child's British passport application. He is currently in UK and can't send his passport, can he send a certified copy of the passport?

no child is not registered as a BC. child is in Pakistan and also does not hold any UK visa.

The child is British (by decent) from birth. No need to register as BC.

2. Explain that the father passport can't be provided. Normally the passport number is enough (they can access his details themselves).
