ACCA is a Level 7 qualification which is equal to UK masters.

So refusal is right, according to new Tier-4 visa limit regulations, you already spent your 5 years for degree level studies in UK. Plus I think you already finished the maximum limit of 8 years for student visa as well.

A complete ACCA course is equivalent to Masters like MBA/MSC accountancy/finance etc.
