Has anyone got approval without submitting tax returns?

I am wondering if anyone has got HSMP approval under the news rules without submitting tax returns.. if so please share your experience, what was the reason you gave for not submitting the tax returns.. have you provided alternative tax proofs such as tax card or letter from tax authority or tax sheet from employer, etc. Please share your experience as it would be very useful to all of us.
